   * What led up to the situation?

I shutdown another machine which was sharing some filesystems via smbfs to 
the local machine without first un-mounting the filesystems on the local 
machine. Running checkrestart resulted in checkrestart waiting indefinitely.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Restarted the remote system, which made the filesystems available again,
un-mounted the file systems on the local machine, and re-ran checkrestart.

   * What was the outcome of this action?
   * What outcome did you expect instead?

checkrestart should at least provide the option not to attempt to access
non-local filesystems.
