Dear Maintainer,

Looking for the Emacs add-on to report bugs, I noticed that

  https://bugs.devuan.org/Reporting.html

lists this as debbugs-el. This package is no longer present in beowulf.
In ascii it is still reported but as a pure virtual package that points
to debian-el. In beowulf, debian-el is a transition package that pulls
in elpa-debian-el.

I guess the documentation should be updated.
