The reason is that /etc/inittab has pf::powerwait:/etc/init.d/powerfail start and there is no /etc/init.d/powerfail. Changing the above line to pf::powerwait:/sbin/shutdown -h now enables "lxc-stop -n devuan" to work as expected.
