can't get to this point again, so i guess you can say this bug can't be 
reproduced..

tried `apt install --reinstall network-manager` and it restarts ok.
also downgraded to 1.28.0-2+devuan1, and re-upgraded with exactly the 
same commands, this time it restarts ok.

can't think of anything else to assist with this bug report, so please 
close it..
if there is a next time, i'll try to collect more info before 
reopening... (didn't know about `busctl` till now..)

I am afraid that I still can't reproduce this, even after switching to runit-init.

noticed the same thing today...
upgraded network-manager to 1.30.0-1+devuan1, and daemon didn't start 
after the upgrade...

upgraded network-manager to 1.30.0-1+devuan1, and daemon didn't start=20
after the upgrade...

ok, so i think i've narrowed it to the following command failing :
# invoke-rc.d network-manager restart
which is probably the one running in every install/upgrade.. look dbus=20
related, not sure about their internals though..

ok, so i think i've narrowed it to the following command failing :
# invoke-rc.d network-manager restart
which is probably the one running in every install/upgrade.. look dbus=20
related, not sure about their internals though..

getting this in daemon.log :
