I am afraid I can't reproduce this. Do you mean the button that says 'Submit the
bug report via email'?

It appears fully responsive for me across its entire width.

I sent a bug report to Debian and when attempting to send the link failed to
operate until I just happened to click on the far left side of the button.  The
entire button highlights normally but only the far left side of it is active.
