The power manager icon isn't updating to reflect the correct battery level, although ACPI reports it just fine.  Suspend/reboot can update it to where it it at upon wake/login, but it fixes on just that percentage, and doesn't further update.  Some research suggests the xfce4-power-manager versions yield the issue; others point to upower.  Some Debian/Crunchbang threads suggest that downgrading to stable versions of upower fixes the solution, but I noticed Devuan only has one.
