Installing and configuring snapper
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Installation appears to assume that systemd is available for triggering Timeline
snapshots and periodic cleaning. It omits the cron configuration files that would
be in /etc/cron.hourly and /etc/crond.daily for snapshotting and cleanup respectively.
Manually adding the files fixes the problem.
   * What was the outcome of this action?
Manual addition of cron job files corrects the problem.

Cron job files should be installed with the package.

Thanks for reporting this. Snapper is not forked ins Devuan and we use Debian's
packages directly without recompilation. This issue is already reported in
Debian's BTS. It would be best to add your voice there. You may have more
success by providing a patch with the suggested cron fragments. Ensure that they
are protected with a test for /run/systemd/system so that both the cron
fragments and .timer units don't run on systemd systems.
