Which repos are you using? Please post the output of

  $ apt-cache policy plymouth

There is no plymouth package in ascii, since it depends directly on
systemd. The most probably reason why you get it is because you are
using other non-Devuan repos.

Plymouth does not appear to be banned from Devuan's repositories. On a syst=
em=20
with Devuan Jessie, I am able to install Plymouth without any dependency=20
issues despite not having systemd present, and it appears to run perfectly=
=20
with the default init system (SystemV, I believe) in Jessie. Furthermore, I=
=20
get the following output when searching for plymouth on Devuan Ascii (I did=
=20
do an `apt-get update` immediately prior to be sure it was correct):
