No, but it is a know situation with an established solution. The correct way of
building Devuan packages which depend on libsystemd-dev is with a build chroot
(sbuild, pbuilder...). This avoids conflicts on the host system between
libelogind0 and libsystemd-dev. This is documented in libelogind0's
README.Debian

This report is a duplicate of #435, so merging.

This is not the correct approach.

The libelogind0 libsystemd0 ABI compatibility is runtime only. Packages are
still compiled against libsystemd-dev. You may need to use a builder chroot if
you have libelogind0 installed on the host system.

This is all documented in libelogind0's README.Debian.

Merging with the original bug (#435).

Thanks for this. However, in Devuan, libelogind0 is a *runtime* compatible
drop-in for libsystemd0. In general packages are still built using
libsystemd-dev.

Building packages against libsystemd-dev when libelogind0 is installed requires
the use of a build chroot. There are many to choose from. pbuilder and sbuilder
are probably the easiest.

This has been documented in libelogind0's README.Debian since version 243.8-1.
