No, but it is a know situation with an established solution. The correct way of
building Devuan packages which depend on libsystemd-dev is with a build chroot
(sbuild, pbuilder...). This avoids conflicts on the host system between
libelogind0 and libsystemd-dev. This is documented in libelogind0's
README.Debian

This report is a duplicate of #435, so merging.
