However, in Devuan, libelogind0 is a *runtime* compatible drop-in for libsystemd0. In general packages are still built using libsystemd-dev. Building packages against libsystemd-dev when libelogind0 is installed requires the use of a build chroot. There are many to choose from. pbuilder and sbuilder are probably the easiest.
